As Project Controls Manager I provided management over sight and support to CDM/CCI South Region offices. I lead the project controls group initiative toward developing and implementing Project Controls Management procedures and best practices for effectively planning and scheduling large multimillion dollar EPC Wet Weather Capital Improvement Program

Over the four years I spent with CDM some of my duties and responsibilities included:

·               Provide management oversight and guidance to the CDM project controls community spanning several South East Cities and States

·               Develop, implement, and manage the CIP Wet Weather Improvement Program Integrated Master Schedule.

·               Develop and implement schedule specifications and scheduling guidelines for subcontractors working on the CIP WWIP.

·               Effectively operate as Primavera Application Administrator responsible for the design, implementation, and maintenance of the Primavera P6 Project Management System and Earned Value Management tracking and reporting system.

As Sr. Project Controls Manager I provided management oversight and support to a team contractor specialist providing project controls supplemental services to the to the USACE Jacksonville District’s project management staff.

Some of my successes with the USACE Jacksonville District included:

·               Provided the USACE Jacksonville District’s project management staff with procedures and protocols for all matters concerning project work planning, schedule development and management, cost management, change management, and earned value management.

·               Developed, implemented and managed the U.S. Army Corps of Engineers (USACE) Jacksonville district’s Primavera P6 project Management System.

·               Lead IT development teams on an project to develop and implement an automated non-intrusive system for transferring existing project schedules form one Primavera P6 System into another P6 project management system via a third party software and P6 Web.

As Primavera P6 Application Administrator some of my responsibilities and duties included:

·               Daily operations and maintenance USACE and SFWMD co-managed P3e database residing in the South Florida Water Management District Office, West Palm Beach, Florida.

 

·               Project Controls Manager leading the development and implementation of policies, procedures, and protocols for the daily operations and use of the USACE and SFWMD project control systems.
 

·               Project manager leading the developed and implemented the plan to as-built the existing USACE P3e database, develop a new restructured P3e database and deploy it in a manner that best supports USACE Jacksonville District business processes.
 

·               Project manager leading the development and implementation of a data transfer process designed to transfer project files from the SFWMD District P3e database to the USACE Jacksonville District database for monthly updates and upward management reporting.
 

·               Lead a team of supplemental service consultants in the development of local information dashboards built on a SharePoint platform for purpose of supporting upper management reporting requirements.
 

·               Developed detailed ad-hoc graphic and tabular report for resource analysis, program and project performance analysis, and data call support, utilizing the P3e Report Writer, MS Access, PL/SQL, and MS Excel.
 

·               Managed a group of projects controls experts providing cost and scheduling services to several USACE  project managers covering a very divers set of projects over multiple business units. Project values ranged from $500,000 to $100,000,000.

As Project Controls Manager Mr. Arnold was responsible for the initial effort to develop and deploy a set of standardized EPC methodologies for the USACE Jacksonville District civil works projects. He provided training and project support for the P3e Project Management system for the entire Central and South Florida program. As a senior scheduler Mr. Arnold was responsible for developing and managing project schedules and for development and deployment detailed reports of project performance, financial analysis and risk analysis for the entire Central and South Florida program.
